I think these are amazing on their own and need no sauce, however our sesame soy dipping sauce really provides an umami flavor to the smelts and is a must try!

In a small bowl combine the soy sauce, rice vinegar and sesame oil. Mix and set aside.
Rinse and pat the smelts dry. Add the flour, cornstarch and salt on a plate, mix to incorporate. Dredge the smelts in the flour and shake off excess flour.
Place the smelts into hot oil in batches, making sure not to overcrowd the pan. Fresh smelts cook quickly and only take 2-3 minutes per side. Drain and place on a paper towel lined plate to cool.
Thinly slice the shallot, pepper and green onion. Add to a skillet or wok over medium-high heat with a tablespoon of oil. Fry until the shallots are golden brown.
Add the smelts, white pepper and a pinch of salt to the skillet with topping mixture. Toss to combine and cook for a minute.
